"I have the honor to acknowledge your Lordship's Circular despatch of 12 October last, accompanied by copy of a letter from the Postmaster General 9 September 1850, to the address of The Lords Commissioners of Her Majesty's Treasury, and in reply beg to inform your Lordship that the letter of the Postmaster General does not appear to be applicable to this Colony, the postal arrangements of which being immediately under the control of this Government, so that your Lordship can at any time issue such instructions to the Post Office as may be required.
